GENERAL INSTRUCTIONS TO PROPONENTS

 

The District School Board of Niagara (hereafter referred to as the DSBN) hereby invites Submissions for Line Marking Services. Contractors are to perform various line markings for asphalt games, sports fields, and parking lots for a term of one (1) year commencing April 15, 2025, ending April 14, 2026. 

Consideration will be given to renew the existing contract in whole or in part, upon the mutual agreement of the DSBN and the successful Proponent(s), for up to four (4) additional one-year periods ending April 14, 2030.

Respondent(s) who have previously been qualified to provide the services as described herein, or who are currently performing work for the DSBN must also respond to this request to be considered for future work assignment. 

Proponents may submit bids for all or any of the three following categories:

Category A – Asphalt Games 

Category B – Sports Fields 

Category C – Parking Lots 

The DSBN shall pre-qualify Proponents for any or all of the categories based on the selection criteria, references provided and mandatory requirements. 

Each Category is reviewed and selected individually.

Proponents that do not meet the original submission deadline are still eligible and encouraged to submit a proposal.  Proponents may submit a Pre-qualification proposal at any time throughout the duration of the contract.  Additional Contractors/Supplier(s) will be added to the list as they are received and reviewed by DSBN staff. 

RFSQ 25058 will be reposted under the same bid number numerous times throughout the duration of the contract period in order to keep the bid process open. Once a Proponent has been qualified to provide the services as described herein under Contract 25058, they do not need to respond to further postings of this same Contract number.

Where projects or work differs significantly from the scope of work as described herein, the DSBN reserves the right to utilize a different process and different Contractors.

The Contractor may be required, from time to time, to provide a quote for work required which may not result in the work being awarded. The Contractor shall not invoice the DSBN for this service.

The DSBN reserves the right to assign projects on the basis of “best fit” as determined by DSBN at DSBN’s sole discretion based on any criteria DSBN determines to be applicable to the particular project, which may include any of the following: type and/or level of expertise and services required, hourly rates, markup percentage, vendor availability in regards to response time and/or schedule, past experience performing similar work, or any other criteria DSBN considers relevant in terms of selecting a contractor best suited to perform the work.

For each Category, pricing shall be all inclusive of additional charges, including mileage, travel charges, fuel surcharges, miscellaneous materials, and consumables. Any such additional charges including but not limited to the aforementioned, and any labour, overheads and profits, staff time, administrative duties, as well as other related charges in the performance of the services shall not apply, and all such charges.

For each category, white paint may be used for lines and are to be used for pricing. Yellow paint may be used on occasion and with approval from the DSBN.

For each category, a Material Safety Data Sheet (MSDS) is required to be submitted along with a bid submission on the paint being used for each category’s projects.

Please be advised that the successful proponent must advise the DSBN if the paint being quoted and used during the term of the contract is changed. A new MSDS sheet must be sent and approved by the DSBN prior to use on any DSBN premises.

The following are representative of the line marking services which may be required, but are not limited to:

Category A – Asphalt Games:

  • Basketball Key 
  • Basketball Court – both sides
  • Four Square
  • Regular Hopscotch – Rounded top
  • Tetherball
  • Hockey Goals – Complete
  • Large Numbers 
  • Large Alphabet Letters

Large numbers and letters are to be 2ft in height and approx. 1ft in width. 

Four square games are to be numbered per square. Four square games are to be 16 ft x 16ft unless specified differently prior to Purchase Order issued. 

Category B – Sports Fields:

  • Full Football Field
  • Full Soccer Field
  • Lacrosse Field
  • Rugby Field

The DSBN expects a Full Football Field to have the following specifications: 

            a) Every 5-yard mark painted 

            b) Number line marking per yard for both the spectator side and player side 

            c) Usual lines painted 

Please refer to Appendix B for Sports Fields Dimensions.

Category C – Parking Lot

  • Accessible Parking Spaces
  • Parking Spot Lines
  • Hatched ‘No Parking’ Lines
  • Directional Arrows

Other types of parking lot line markings may be required on an as needed basis. 

No work shall commence until the quote has been approved and/or a purchase order has been received.

This is not an all-inclusive list and services for each category will include either repainting of existing lines or new lines. 

The DSBN complies with the Broader Public Sector Directives (as directed by the Province of Ontario); and applicable trade agreements such as Ontario-Quebec Trade and Cooperation Agreement, Comprehensive Economic & Trade Agreement (CETA) and Canadian Free Trade Agreement (CFTA).

Proponents(s) who have previously been qualified to provide the services as described herein under this Contract number 25058 do not need to respond to further postings of this same Contract number.
