The District School Board of Niagara (DSBN) hereby invites submissions from Engineering Firms to pre-qualify to provide Engineering Services, to solicit information from Engineering Consulting Firms with the intent of creating a prequalified list with two Categories of Projects for DSBN Buildings and property projects. This Prequalification list will remain in effect for a period of 3 years commencing January 1, 2025. 

Firms interested in submitting a response must be qualified to provide professional Engineering services in accordance with the Professional Engineers Ontario (PEO) Regulations and Bylaws and having a thorough working knowledge of the Ontario Building Code, ASHRAE and other applicable codes.

Responses are requested only from firms that feel this type of professional service is within their capabilities to perform the work on time and is suitable to their type of practice.

For the purpose of this Pre-qualification, Consultants are referred to as Proponents. Pre-qualification submissions are requested from interested Proponents. Proponents responding to this request for prequalification shall be able to demonstrate that they have completed projects of a similar nature, scale and complexity in the past 10 years. All information submitted may be verified. In the event that it is determined that any of the information submitted is inaccurate or misleading, the Proponent’s submission may be disqualified. Incomplete information may limit the Proponent’s ability to qualify.

The contractual terms will be based on the DSBN Engineering Terms & Conditions as detailed in Appendix B.

The work to be completed under this RFSQ will be limited to the DSBN’s jurisdiction and will include the various Engineering Services for minor renovations, school renewal, retrofits, additions, and new construction.  VOR lists will be assigned for two categories of work:

Category A – Up to $2 million 

Building renovations, school renewal and minor additions up to $2 million in estimated construction costs. Other minor scopes of work may be included in this category for code compliance reviews, feasibility studies, accessibility projects, project design including full construction project Engineering services.

Category B - over $2 million 

Example: Interior renovations, small additions with estimated construction costs over $2 million.

Respondent(s) who have previously been qualified to provide the services as described herein, or who are currently performing work for the DSBN must also respond to this request to be considered for future work assignment.

The DSBN reserves the right to bypass these pre-qualified VOR lists and conduct an alternative acquisition strategy for future types of Engineering services that were not considered in this pre-qualification process.

General Scope of Work for VOR Assignments

The general scope of work resulting from this document involves the provision of various Engineering Services for New Schools/Buildings, Major Additions, Additions & Renovations, and Renewal Projects.

Engineering Services provided through the VOR assignments will vary and will be defined by the DSBN on a project-by-project basis.  The number of firms assigned to the VOR list may vary by category based upon the anticipated volume of work required in the Category. The DSBN reserves the right to increase or decrease the number of VOR consultants for any Category without limitation.

Applicants are advised that all drawings, electronic or otherwise are to be completed in the latest version of AutoCAD (unless otherwise specified). Reproducible hard and electronic copies (both AutoCAD and PDF) of all reports, drawings and specifications are to be submitted to the DSBN at the end of each project or upon request.

Generally, the basic services will include but are not limited to: 

  • liaison with the DSBN staff, 
  • liaison with representative from all authorities having jurisdiction, 
  • all services required for site investigations, preparation of designs, working drawings and specifications appropriate for tender and construction, site plan agreement and building permit applications, and obtaining approvals, 
  • obtaining permits and approvals from other regulatory authorities as required. 
  • General review during construction, and contract administration functions including post occupancy to total completion.
  • Payment certifications as required by the Construction Act.

  Engineering Services Required

The selected Engineer will be expected to engage the Project Team for the duration of the project.

 

The Engineer shall provide complete engineering services as described herein and General Terms and Conditions outlined in Appendix B.  As part of this assignment, the Engineer will be required to make submissions and receive approvals from the Ministry of Education, local Building and Fire Departments, the Ontario Fire Marshal’s Office and any other authorities having jurisdiction.

 

These projects may require the services of the Engineer in obtaining a Site Plan Agreement with the local municipality. The Engineer shall act on the Board’s behalf and provide necessary services including site servicing, storm water management and landscaping services.

 

Services include:

 

  1. The engineer is expected to review the scope suggested by the owner, review applicable codes and provide a conceptual design for owner approval.
  2. Prepare design drawings and specifications including floor plans, sections, elevations, site plans and interference drawings detailing the scope of work to be done.   Identify the work to occur in each construction phase.
  3. Provide phasing and scheduling drawings and specifications to assist the contractor and owner in performing the work while accommodating the regular operation of the building.
  4. Conduct design meetings as required with the owners project manager throughout the design phase.
  5. Apply for permits.
  6. Administer the project(s) on behalf of the DSBN providing contract documents for tender including drawings, specifications as well as answer Requests For Information (RFI) from the contractor, review shop drawings, prepare contemplated changes and change notices, change directives and allowance dispersals. The contract format for these contracts is expected to be an owners purchase order.
  7. Attend in person bi-weekly design construction meetings for the duration of any project, including final and one year warranty review.
  8. Be responsible for recording and distributing the minutes of the first construction meeting
  9. Review Insurance, Bonds, and WSIB Certificates before submitting to owner.
  10. Review Construction Schedules 
  11. Review contract breakdown values.
  12. Review monthly progress draws and certify payment.
  13. Interpret contract documents on behalf of the owner and respond to Requests for Information.
  14. Prepare contemplated change notices, change orders and change directives as required.
  15. Review shop drawings.
  16. Review and provide input for inspection, testing and commissioning.
  17. Provide final review and document all deficiencies. Provide ongoing monitoring of deficiencies until rectified.
  18. Lead and Review project closeout phase, including training of owner’s staff, review of Operation and maintenance manuals and as built drawings.
  19. Ensure that permits are closed out.
  20. Provide a warranty review at the 11 month completion period. 

The DSBN may engage the cost consultant services and will directly contract them if required.  The Engineer shall provide detailed information to the Cost Consultant.
