GENERAL INSTRUCTIONS TO PROPONENTS

The District School Board of Niagara (hereafter referred to as the DSBN) hereby invites submissions for Door Maintenance & Repairs at various DSBN facilities and Lock and Door Parts and Supplies for pickup or delivery on an as needed basis for a three-year period beginning March 1, 2025 and ending February 29, 2028. 

Contractors/Suppliers will be pre-qualified under two (2) different categories based on scope of work: 

Category A – Contractors – Painting Services          

           For Projects under $25,000.00

                        For Projects over $25,000.00

Category B – Paint and Painting Supplies (Effective December 1, 2025) 

The DSBN shall pre-qualify Contractors/Suppliers for one or both categories based on the relevant experience, references provided and mandatory requirements. Each Category is reviewed and selected individually.

Suppliers for Category B only that do not meet the original submission deadline are still eligible and encouraged to submit a proposal.  Suppliers for Category B may submit a Pre-qualification proposal at any time throughout the duration of the contract.  Additional Supplier(s) for Category B will be added to the list as they are received and reviewed by DSBN staff. 

RFSQ 25006 Category B Paint & Painting Supplies only will be reposted under the same bid number numerous times throughout the duration of the contract period in order to keep the bid process open. Once a Proponent has been qualified to provide the services as described herein under Contract 25006 Category B Paint & Painting Services they do not need to respond to further postings of this same Contract number.

DSBN is Currently in contract for the following:

Contract 22016 Paint and Painting Supplies expiring November 30, 2025

DSBN will incorporate the scope of work from Contract 22016 into this contract (25006 Paint & Painting Supplies & Contractor- Painting Services) upon expiry of contract 22016.

Proponents who have previously been qualified to provide supplies for Contract 22016 must respond to this contract 25006 Paint & Painting Supplies & Contractor- Painting Services to be considered for future work once Contract 22016 expires. 

Category A

 Objective:

To prequalify Contractors to provide Painting Services at various DSBN facilities.

The types of services that may be required for this contract will include but not limited to:

  • Installation and removal of wall coverings
  • Moving furniture
  • Remove & replace wall fixtures including outlet and switch plate covers
  • Taping, puttying and sanding of minor drywall repairs
  • Power washing various surfaces
  • Painting various surfaces
  • Paint types include latex/oil based, brush, roller and spray applications

This is not an all-inclusive list.  Other types of repairs and services or equipment may be required. Subject to manufacturer discontinuation of product, DSBN reserves the right to add additional equipment to the list of standard equipment at its sole discretion. 

The DSBN reserves the right to assign projects on the basis of “best fit” as determined by DSBN at DSBN’s sole discretion based on any criteria DSBN determines to be applicable to the particular project, which may include any of the following: type and/or level of expertise and services required, hourly rates, markup percentage, vendor availability in regards to response time and/or schedule, past experience performing similar work, or any other criteria DSBN considers relevant in terms of selecting a contractor best suited to perform the work.

In most cases the DSBN will specify the paint and primer to be used on each job unless other arrangements are made between the Facility Representative and the Contractor.  The Contractor shall furnish all equipment and supplies necessary for painting, including but not limited to, paint, primer, brushes and rollers for product application; pans, buckets, containers to hold product during application; materials for masking and protection of surfaces, flooring, and equipment or fixtures not being painted; scaffolding, ladders, and extension devices used for application on elevated surfaces; materials necessary for proper cleanup of work area; and tools and/or devices that are generally accepted as industry standards to perform the job in a safe and efficient manner, and are acceptable to the DSBN.  Under no circumstances will the Contractor use equipment that is property of the DSBN to perform work.

The Contractor shall be required to move all furniture and objects to a predetermined location before and after painting, and also cover any and all items that are not being painted, for the duration of the painting process.

The Contractor shall be held responsible for any and all damages including but not limited to, paint applied to floors, desks, computers and other structures not intended to be painted either DSBN owned or DSBN Employee’s personal items.

Where the contractor identifies unsafe or deficient conditions on a work site that should be rectified, they will advise the DSBN Facility Representative of the conditions and not assume responsibility to proceed with work that is outside of the scope of the initial project.

DSBN Facility Representatives will conduct inspections of completed work.  A report will be submitted to the Contractor outlining any deficiencies.  Documented deficiencies shall be corrected within 48 hours by the Contractor.

Where indicated by DSBN, Contractors shall be responsible for surface treatments to ensure newly applied paints will bond and provide a lasting finish.

The DSBN will specify the paint/primer to be used by the Contractors.  Paint types include both latex and oil based, brush, roller and spray applications.

For Category A projects under $ 25,000.00, the average work order assigned under this contract will be for small maintenance and repair work – typically less than a day’s worth of labour

For Category A projects over $25,000.00, subsequent Request for Quotes or Tenders will be issued as work arises. Only the approved pre-qualified Painting Contractors will be eligible to bid on DSBN Painting Projects.  (Please note: this does not apply to projects tendered through General Contractors) 

All work shall be performed according to the standards of the applicable trades and to the complete satisfaction of the DSBN.

The DSBN Facility Representative shall approve the use of any materials other than those specified by the DSBN.  The Contractor may present alternatives and options to the DSBN for approval.

In some cases, the DSBN may supply the materials to be used by the Contractor and in these circumstances no markup shall apply to these materials.

The DSBN reserves the right to obtain quotes from multiple pre-qualified Contractors for items, at our discretion, although we are not required to do so and may proceed with a pre-qualified Contractor without further quotes.

Where projects or work differs significantly from the scope of work herein, the DSBN reserves the right to utilize a different process and different Contractors.

The Contractor may be required from time to time to provide a quote for work required which may not result in the work being awarded. The Contractor shall not invoice the DSBN for this service unless it is assigned purely for assessment purposes.

Category B:

Objective:

To request competitive proposals and establish Suppliers of Record for pickup or delivery of Paint and Painting Supplies.

The scope of work for Contract 22016 Paint & Painting Supplies will be incorporated into contract 25006 Paint & Paint Supplies & Contractor- Paint Services effective December 1, 2025, will include but not limited to:

  • Paints and coatings
  • Primers
  • Wood stains, sealers, and top coats
  • Brushes, sandpaper, tools, and other like equipment

This is not an all-inclusive list.  Other types of parts and supplies may be required.

Depending on order turnaround requirements and availability, orders may be picked up at a Supplier’s storefront near the geographical boundaries of the Niagara Region with suitable proximity to DSBN operating locations or may be ordered via purchase or blanket contract order for delivery. 

The DSBN reserves the right to purchase parts and supplies on the basis of “best fit” of discount, availability, fees, Storefront proximity to DSBN (where pick up is required) or any other criteria as determined by the DSBN at its sole discretion. Higher dollar value purchases, pre-qualified Suppliers may be given the opportunity to provide quotes.

The DSBN reserves the right to obtain quotes from multiple pre-qualified Suppliers for items, at our discretion, although we are not required to do so and may proceed with a pre-qualified Supplier providing the highest minimum discount percentage without further quotes.

There is no guarantee that any items will be purchased. Parts and Supplies would be picked up on an as needed basis by DSBN Authorized Personnel.

Proponents(s) who have previously been qualified to provide the services as described herein under this Contract number 25006 do not need to respond to further postings of this same Contract number.
